I lived in Elm Place for 3 years during University and never had a problem. It is a quiet and safe building and the garbage it kept to a minimum. All of the apartments are all inclusive meaning that heat, hydro, water and even Cable TV (channels 2-42) are included in your rent so there are no suprise extra bills. This place is somewhere between average and dingy. I lived here while going to university with a roommate. The elevator was slow as molasses, and often down. Every time I was trying to go down, the elevator would first stop at the floor above, and then come to my floor. Made no sense.
